"100% committed" in recruit-speak

There is a high School CB in California named Darnay Holmes. He is allegedly the #1 CB in California, if not the universe. His brother is a freshman at UofA. Darney Holmes talked about his recruitment in the ESPN blog. He says he plans to commit to a school on his birthday and he will be "100% committed" to that school. What exactly does that mean in the language of recruiting? From the ESPN.com blog article:
Darnay Holmes (Calabasas, Califonia) proved this past weekend why he is the No. 1 cornerback in California and the No. 23 prospect nationally. He was named defensive back MVP and earned an invitation to The Opening Finals during a standout performance at the Los Angeles Opening Regional.
College coaches have had a pretty good idea for some time as to what Holmes is capable of on the field, as the nation’s No. 3 cornerback has long held offers from across the country. In early February, Holmes released a group of his top seven schools, which featured Alabama, Arizona, Nebraska, Ohio State, Stanford, UCLA and Washington. He plans to commit on his birthday, June 23, but that won’t bring his recruitment to an end. In the fall, he plans to take all his official visits.
Stanford, Arizona and Nebraska could come down as the finalists for Darnay Holmes.
“When I commit, I’m going to be fully committed to that school -- I’m going to be 100 percent committed,” Holmes said. “But if my family and I see something that this school provides that this other school doesn’t provide and it doesn’t fit for the school I committed to on June 23, I’ll go back to the coaching staff and say I’m sorry, but this school provides all the things that my family and I like.”
Holmes said he isn’t worried at this point about having to change his mind down the road, since he believes the school he’ll commit to in June will provide everything he’s looking for. But he left the door open for something to change, as can happen during the recruiting process.
“When I take those five official visits, you never know what can happen,” Holmes said.
